Does council fail to advertise properly?

I found the comment of legal practice manager Kevin O´Keefe regarding requirement of law as to advertising of events with consequences for the environment very interesting.

The council fail again and again to adequately publicise events with long ranging and irreversible impact on the environment if they themselves are involved.

Take the mobile phone mast, which they endorsed last year in the middle of Colwall, which will, if erected, affect some peoples lives in ways they never imagined, and never recover from.

That event warranted only one piece of paper tied to a lamppost, and to my knowledge no public advert in any newspaper.

Mr O´Keefe´s comment opens the gates for any campaigning group, for or against almost anything the council endorses, to examine what extend the public advertising had at the time of acceptance.

Did Eirkur Petursson think before putting pen to paper. All the press reports clearly state that the organiser of the festival failed to advertise his application to the council. It is not our council's responsibility to advertise but it can refuse to consider an application if the applicant has failed in their responsiblity to advertise. Similarily the company seeking to erect a mobile phone mast had to advertise adequately its application with public notices at the site and in the local press. It is easy to understand if you try.
